I. INTRODUCTION

Does Anchorage Ordinance (AO) 94-95, which amended the Anchorage Police and Fire Retirement System (APFRS), violate Alaska Constitution article XII, section 7 by diminishing or impairing "accrued benefits" of some APFRS members?
