We have before us five cases in which the State sought guardianship of a child pursuant to Maryland Code (1984, 1991 Repl.Vol.), § 5-313 of the Family Law article. A judgment of guardianship under that section terminates the parental rights of the parents of the child and permits the State, through its Department of Social Services (DSS), to consent to the subsequent adoption or other long-term placement...
