James Kerr, a former inmate of Wisconsin prisons, is suing five Wisconsin officials1 and three employees2 of the Drug Abuse Correctional Center (DACC) in Winnebago, Wisconsin. Kerr claims that these Defendants violated his civil rights and his rights under Wisconsin law in connection with their roles in running prison drug rehabilitation programs....
