On September 4, 1990, litigation over the medical treatment provided to diabetic inmates at the Adult Treatment and Diagnostic Center in Avenel, New Jersey began when Plaintiff, Darryl Rouse, filed a pro se complaint.1 After seven years of litigation, Defendants, William Plantier, William H.
