Lowell R. Simpson, Sandra S. Simpson, Jay Simpson, and Glenna R. Simpson ("the Simpsons") appeal a decision of the district court finding that a road adjacent to their property and historically used to access the airport servicing Heber City (the "Airport Road") was not a "public highway" as defined by section 27-12-89 of the Utah Code and was therefore properly closed by Heber City.
