This cause comes before the Court on Defendants' Motion for Partial Summary Judgment, Plaintiffs' Opposition thereto, and Defendants' Reply to Plaintiffs' Opposition. Having considered the foregoing and being duly advised, the Court hereby GRANTS Defendants' Motion in part and DENIES Defendants' Motion in part as detailed below.
