The plaintiff owned a twenty-seven and one-half acre parcel of land (locus). In 1987, the board of selectmen (board) of the town of Amherst voted to take the locus by eminent domain for town conservation land. The board offered the plaintiff a $110,000 award as compensation without prejudice to the plaintiff's right to bring an action for the full amount that he claims is due.
