The Illinois Department of Corrections (IDOC) brings this interlocutory appeal from an order of the circuit court of Fulton County and its refusal to vacate the order. The trial court ordered IDOC to bring James Hughes, an inmate at the Pontiac Correctional Center, to the Fulton County courthouse for visitation with his minor daughter, J.M.
