Plaintiff appeals the 1991, 1992, 1993 and 1994 real estate tax assessments of 56.985 acres of land zoned for industrial use (the property) located in the City of Jersey City (the City). The property is part of a 98.205 acre parcel straddling the City and Bayonne and is primarily used as storage area for containers from container ships.
