Respondent William N. Robbins challenges, on First Amendment grounds, Standard 18 of Bar Rule 4-102, prohibiting attorneys from advertising themselves as "specialists" except in limited circumstances. We hold Standard 18 is constitutional because it is sufficiently narrow in scope to achieve its purpose, i.e., to prevent the public from being misled about the qualifications of attorneys.
