OPINION
NIX, Chief Justice.
The Borough of Nazareth ("the Borough") appeals from the order of the Commonwealth Court which affirmed the order of the Court of Common Pleas of Northampton County in all respects except insofar as it remanded to the arbitration panel for further proceedings. The court of common pleas affirmed in part, reversed in part, and remanded in part an interest arbitration award under Act 111.
