On May 13, 1991, pursuant to a negotiated plea agreement, Appellant, Nancy Evette Rosario, pled guilty to murder of the third degree. The Court of Common Pleas of Lancaster County subsequently entered an Order on July 1, 1991, which directed that Rosario's guilty plea be withdrawn.
