This is a Clean Water Act case in which Plaintiffs and Intervenor Plaintiffs allege that a sewer owned and maintained by Defendant discharged raw sewage in violation of 33 U.S.C.A. § 1251 et seq. (1986). Intervenor Plaintiffs also assert state law claims of nuisance, trespass, negligence, negligence per se, and breach of contract against Defendant.
