This case comes to us on certification from the United States District Court for the District of Alaska. We agreed to answer the following question:

Under Alaska's Mandatory Motor Vehicle Insurance Act, may the insurer reduce its policy limit for uninsured and underinsured motorist coverage by the amount of any payment the insured receives from or on behalf of a joint tortfeasor...
