Roger F. Anderson was the driver of an automobile involved in a fatal traffic accident. Although he was not given the special evidence warning of the implied consent statute, RCW 46.20.308(2),1 the trial court nevertheless admitted the results of blood and urine testing done following the accident.2 We must reject the State's request to affirm the trial court's creation of a substantial compliance...
