FABE, Justice.

I. INTRODUCTION

J. Burk Voigt claimed that he was wrongfully terminated from his position with the Alaska Court System. While he initially contested his termination and filed a formal grievance, Voigt failed to exhaust his administrative remedies. The issue raised in this appeal is whether this failure should be excused.
