STARR, Justice.

This is a personal injury case grounded in negligence. It arises out of an automobile collision. Appellants seek reversal of a summary judgment granted to the City of Longview. We must determine whether the City of Longview owed a duty to appellants to eliminate or warn of tall grass in the median of U.S. Highway 80 at the location of the accident, which occurred inside the city limits of the City of Longview.
