Plaintiff brings this action pursuant to 42 U.S.C. § 1983; the Federal Rehabilitation Act of 1973, 29 U.S.C. § 701 et seq.; and the New York Civil Service Law, N.Y.Civ.Serv. §§ 72, 73.
