The City of Waterloo appeals from a judgment awarding damages and equitable relief to the plaintiff, Larry E. Davis, under state and federal civil rights statutes as a result of a finding of employment discrimination based on race. The dispute concerns Davis, who is white, having been passed over for a promotion in favor of Herb Thompson, an African-American.
