This is a negligence action brought against Morris County, Kansas, under the Kansas Tort Claims Act, K.S.A. § 75-6101, et seq. The plaintiffs are the heirs of Gene and Lisa Kastendieck, who were killed in an automobile accident which occurred on July 5, 1991, on Skiddy Road in Morris County. The plaintiffs allege that accident was caused, in part, by the County's failure to place adequate delineators...
