We granted leave in this case to determine whether the Airport Parking Tax Act, 1987 P.A. 248, M.C.L. § 207.371 et seq.; M.S.A. § 7.559(101)et seq., violates Const. 1963, art. 9, § 31.1

Specifically, we must determine whether the airport parking tax levied on Airlines Parking is a "local tax" and therefore subject to the section of the Headlee Amendment that prohibits...
