This lawsuit involves several claims arising out of the November 5, 1996 elections for two seats on the Advisory Neighborhood Commission ("ANC") 2E. The first set of claims is brought by plaintiffs Patricia Scolaro and Beverly Jost, the losing candidates in Districts 3 and 5 (respectively) of the ANC 2E. They allege that defendants — the D.C.
