In this case, we are asked to interpret §§ 727, 733, and 734A of the Law Enforcement Officers' Bill of Rights (LEOBR), which govern punishment for violations of police regulations.1 The question presented is whether the LEOBR prohibits the Police Department from adding new charges against an officer after the officer rejects the Department's initial offer of punishment.
