Plaintiffs filed this Federal Torts Claims Act action for the alleged wrongful death of Wilfredo Pinela Guerra, who was shot by a Federal Bureau of Investigation ("FBI") agent after he committed an armed robbery. This is also an action for alleged violations of decedent's rights under the Fourth and Fifth Amendments of the United States Constitution, and the laws of Puerto Rico.
