In this case we are called upon to decide what constitute substantial and compelling reasons under MCL 333.7401(4); MSA 14.15(7401)(4) to deviate from the minimum sentences imposed by the Legislature. We decide that only those factors that are objective and verifiable may be used to judge whether substantial and compelling reasons exist, and thereby uphold the basic tenets of the test announced by the Court...
