Petitioner seeks review of the Columbia River Gorge Commission's (Commission) decision approving the installation of an explosive storage facility on forest land in the National Scenic Area. We affirm.

Although characterized by petitioner in legal terms, the first of its two assignments ultimately turns on a finding of fact by the Commission, which was supported by substantial evidence in the whole record. We reject the assignment...
