("I-Star") brings this action pursuant to 42 U.S.C. § 1983 and 47 U.S.C. § 555(a) against the City of East Cleveland and city council members Harold Miller, Isaac Jones, Gladys Walcott, and Jeremiah Johnson (the "council members"). This Court's jurisdiction rests upon the federal questions raised. The council members move to dismiss, and I-Star opposes this motion...
