Plaintiff, a pre-trial detainee at the Chester County Prison, has brought this pro se lawsuit against several Prison officers alleging various deprivations of his Constitutional rights under the Fourteenth Amendment. This Memorandum and Order resolves both Plaintiff's Motion to Proceed in forma pauperis and his request for the appointment of counsel.
