MEMORANDUM OPINION

RUSSELL, District Judge.

This matter is before the court on cross motions for summary judgment. For the reasons below, the court denies the plaintiff's motion and grants the defendants' motion.

FACTS

Plaintiff Phipps alleges that he is an orthodox Hasidic Jew. In early 1994 Phipps was forced to receive a "burr" haircut while in the segregation unit at Kentucky State Penitentiary...
