FAY, Judge:

This case is before the Court on respondent's motion to dismiss for failure to properly prosecute, filed June 20, 1994. On July 12, 1994, a hearing was held in Chicago, Illinois, on respondent's aforementioned motion. Petitioners did not appear. Respondent was heard, whereupon the Court took respondent's motion under consideration.
