James Mayhall and Joshua Holder were charged with Murder in the Second Degree in connection with the beating death of Michael Keesser on August 18, 1994. Both defendants were 16 years old at that time. An indictment was returned in the Superior Court pursuant to 10 Del.C. § 1010 which provides that a child shall be proceeded against as an adult when charged with Murder...
