The trial court dismissed with prejudice appellant's complaint against the District of Columbia and ordered appellant and her attorney to pay the District's counsel fees. The court found that appellant and her attorney had violated Super.Ct.Civ.R. 11 by giving false and incomplete answers to certain interrogatories.
