I. INTRODUCTION

Defendants, Lawrence McCullough and Mitchell McCullough, are charged in a 29-count indictment with violations of the Lacey Act, 16 U.S.C. § 3371, et seq. Lawrence McCullough is charged in nine counts and Mitchell McCullough is charged in twenty-five counts.
