WILKINS, Judge:

Barnard challenges the order of the Utah State Tax Commission denying his request to revoke personalized license plates issued by the commission's Motor Vehicle Division with the letter combinations "REDSKIN," "REDSKN" and "RDSKIN" on them. He claimed before the commission and this court that allowing the objectionable word to appear on automobile license plates issued by the State of Utah...
