We granted a writ of certiorari to the Court of Appeals to review its decision in Girone v. City of Winder, 215 Ga.App. 822, 452 S.E.2d 794 (1994). For the reasons which follow, we reverse that portion of the Court of Appeals' judgment which reversed the trial court's grant of summary judgment to the City of Winder on the Girones' personal injury action.
