Appellant Joe Washington ("Washington") appeals the summary judgment dismissal of his state law negligence action against the Resolution Trust Corporation ("RTC"). Washington argues that the district court misapplied Texas negligence law to the summary judgment evidence and abused its discretion in not allowing him to supplement the record after judgment.
