On February 17, 1993, the grand jury indicted Bryan Couch and three others for conspiracy to manufacture and possess with intent to distribute methcathinone, a Schedule I controlled substance. See 21 U.S.C. §§ 846, 841(a)(1); 18 U.S.C. § 2; 21 C.F.R. § 1308.11(g)(3). The conspiracy charged in the indictment was alleged to have occurred "between on or about" April 22, 1992 and January 7, 1993. Couch was convicted...
