The fighting issue in this appeal is whether an Iowa district court may exercise in personam jurisdiction in a dissolution modification proceeding over a nonresident parent whose home state initiated interstate income withholding proceedings in Iowa to collect past and present child support. The nonresident mother moved to dismiss, challenging the court's jurisdiction over her in the modification proceeding. The court held it had jurisdiction....
