Appellant Leroy Griffin, a Dallas, Texas, police officer filed a Title VII charge against the City of Dallas on May 14, 1990, claiming that the Dallas Police Department had wrongfully discharged him. Mr. Griffin, an African American, filed this discrimination charge with the Equal Employment Opportunity Commission ("EEOC" or "Commission") 275 days after his discharge.
