In this case, the Commonwealth Court reversed the order of the Court of Common Pleas of Clearfield County, 149 Pa. Cmwlth. 467, 613 A.2d 183. The trial court had affirmed a decision of the Covington Township Road Supervisors (the Appellants herein) denying the Appellees' permit application for on-lot sewage treatment systems.
