Petitioner Randall Sipe has appealed from a decision of the Department of Public Welfare (DPW) denying his request under the Right-to-Know Act1 that he be allowed to examine and copy "Settlement and Appeal Activity Reports" as to nursing homes for the period of July, 1989 through June, 1992.
