Defendant appeals from the order of the justice court suspending imposition of sentence after his conviction on three counts of violating Lassen County Code section 8.04.040. That code section provides in part: "(a) No person shall own, keep or harbor any dog over the age of four months unless such dog is licensed as herein provided." Later provisions of the section prescribe an annual fee of $5 for a neutered...
