In March 1992, David Toney was fired from his position as a tenured teacher with the Fairbanks North Star Borough School District (the "District"). The termination was based on evidence establishing that Toney had engaged in a sexual relationship in 1980 with a 15 year old student while Toney was a teacher in Boise, Idaho.
