PERRY, Judge.

In this appeal, we are asked to resolve whether the medical services provided to Carin Johnson by Eastern Idaho Regional Medical Center (EIRMC) were necessary and, therefore, compensable under Idaho's medical indigency assistance statutes. We conclude that the county commissioners' conclusion that the medical services were neither reasonable nor necessary was erroneous.
