FACTS AND PROCEDURAL BACKGROUND

On October 25, 1980, Tucson Police Officers Holmes, DeDeyn, Duerr, and Pfeffer were monitoring a parking lot for auto burglaries when a Jeep, occupied by a driver and a passenger, pulled into the lot.
