This is an action brought by plaintiff Emmett L. Turner against Hartford Accident & Indemnity Company ("Hartford") pursuant to a settlement in this court between plaintiff and his employer, Niagara Frontier Transportation Authority ("NFTA") and the City of Buffalo, the other defendant.
