In this summary judgment case, the primary question is whether an engineering firm employed by the City of El Paso to provide engineering services in connection with the construction of a Public Service Board sewage treatment plant, owed a duty to an employee of a masonry subcontractor, who fell through a hole in the roof of the plant and was injured.
