This is a second appeal by the Arkansas State Highway Commission ("Commission") of decisions by the Monroe County Chancery Court denying it injunctive relief over a highway right-of-way. After we held that the chancery court was wrong in denying the Commission's request, we reversed its decision and "dismissed" the original case. Arkansas State Highway Comm'n v.
