This cause is before the court on the complaint for declaratory judgment and motion for preliminary injunction filed by the plaintiffs. The court heard oral argument on Friday, February 18, 1994, at which time the parties announced that they had agreed to an expedited declaratory judgment and that the plaintiffs had agreed to dismiss their motion for injunctive relief.
