NORGLE, District Judge:

Before the court is the petition of Jimmy Lee Riggins ("Riggins") for a writ of habeas corpus pursuant to 28 U.S.C. § 2254. For the following reasons, the petition is denied.

FACTS1

On June 30, 1986, Riggins went to Jackson Park Hospital for a kidney dialysis treatment. After the treatment, he went directly to his house. Riggins felt weak and woozy...
